Bill to Eradicate UGC, AICTE to be placed before the Cabinet in October
The introduced Higher Education Commission of India (HECI), which is set to succeed the UGC, will also take the All India Council of Technical Education (AICTE) and a bill in this concern will be laid before the Cabinet next month, as per to HRD Ministry officials.
The Ministry of Human Resource Development, HRD had published this last year published its decision to succeed in the University Grants Commission (UGC) by repealing the UGC Act, 1951.
The draft bill is put in public domain and feedback and suggestions from its stakeholders.
“The Higher Education Commission of India will be an individual regulator and replace UGC and AICTE. The bill has been fixed after detailed consultation with states. It shall be carried to the Cabinet in October, a senior HRD Ministry official said. “The HECI will be created by abolishing the UGC Act, 1951 and AICTE Act, 1987, the official confirmed.
The Union HRD Minister Ramesh Pokhriyal Nishank’ had told Parliament in July that the HECI will boost the position of academic instruction, preservation of academic standards and promote the autonomy of good accomplishing educational institutions for free pursuit of learning, reform, skills, and entrepreneurship.
As we are familiar that UGC is the regulator for universities across the country and AICTE acts as a stepping stone for engineering, pharmacy, management, and other technical education colleges. The first draft bill had suggested HECI control academic matters while an advisory board under the HRD minister would have been in custody of issuing monetary grants to universities. There was a conflict from various student groups about handing over the financial administration to the Ministry.
