what does the above line means
does it mean that candidate should have more than 60% in each sem

it depends upon your university's cgpa converted into percentage formula.....each semester is not considered,overall cgpa or percentage is considered

Graduation OGPA - 6.541/10 ------> 2nd Division ( 1st Div @ 6.75)

will it dent my chances for admissions in Top B-Schools ???

well, you are not eligible for Some colleges which ask for first class. (NITIE, Some IITs)

iit-b ka 6.5 hai cut off,iit-d ka 6.75 and rest iits have 6 cgpa as cut off according to last year

i think apart from IIT B,
IIT kgp,IIT madras also ask for first class, n IIT D asks for 6.75 CGPA and I think IIT Kanpur also ask for 6.5 .
And as IIT Kanpur websites says

B. Tech., B. Sc. Engineering, B.E. or B. Arch. (Mathematics in Class XII) with aggregate of 65% or a CPI of 6.5 on a scale of 10 from any AICTE recognized institute/university, IITs, NITs, and IIITs.

So he is eligible for IIT kanpur i think

6.0 just for IIT roorkee,
First class for IIT madras and IIT kharagpur. nad 6.5/65% for IIT kanpur..

i didnt mislead him...i m giving the correct info according to last year trends....me and my friends had applied last year....and if possible please provide the link in case it had changed this year...iit-d ka 6.75,iit-b ka 6.5 aur other iits ke 6

Minimum of 60% marks in aggregate (of all the years/semesters) or 6.75 CGPA on a 10 point scale or equivalent in the above mentioned degree programmes essential for admission.

my OGPA is 6.541 = 65.41 % ( as per my university rule) ..... so i am eligible as per the above mentioned ???

IIT B ka 6.5 and IIT D ka 6.75
it hasn't changed, it is same for the past few years.

this is the criteria for IITs for the past few years, it has never changed yet.
