do we have to sign 2- character certificate from 2- different gazetted officer or one gazetted can sign will suffice?

In the mail, point (f) Employment exchange registration card or a declaration stating that he has not registered his name with any employment exchange in the country. Can anyone pls explain this point. I am not getting it.
