If he gets posting is southern states, then no need to learn hindi, can manage in local languages. The case pertains for only north states.

first of all there is no harm in knowing hindi
ppl in south india too know hindi..........i have lived in andhra for 8 years and i know that for a fact
secondly once u get promoted u have all india service liability
plus it's an awesome feeling whe u can speak to someone in their local language
i love talking in telugu to an andrite..........that fellow is thoroughly impressed and i am all puffed up with pride
