Yes, could be assumed like that... How candidates have filled their Job and State preferences will matter more this time, as number of posts are increased this time, allocation of posts is different this time as compared to last year. Hence, if we get list for people Job Code and State preferences, then could have more clear idea, otherwise final Result will clear everything.

For other posts where Vadodara region is given, someone informed me that, few vacancies may be for Maharashtra.
