REASON for mistake in 2nd merit list for bsnl je
Bsnl corporate asked only no of vacancies not joined in each category of general,obc,sc,st.But they didn't asked name of candidates not joined.
It is not possible to prepare 2nd merit list following obc,sc,st reservation without details of candidates not joined.
That's why they released vacancies in each category blindly,foolishly without change in obc,sc,st category list joined candidates.
CORRECT Method of 2nd merit list.
1)first remove the candidates not joined from total merit list of all applied candidates.
2) secondly prepare fresh merit list as per vacancies in all categories of general,obc,sc,st.
3) thirdly remove the candidates already joined from this fresh merit list and release list of remaining people in each category(this is true 2nd merit list)
Bsnl don't know this much,so people near delhiDelhi or know bsnl union pleadeplease regarding this so that mistake is not repeated in Jto,since they asked only no of candidates for jto

I have a query. I forgot to mention my middle name in cil application form as there were only two fields viz last name and first name. So I didnt write my middle name. But now I have come to know that the name in application form should be exactly same as in 10th certificate, else I will have to make affidavit. Is there someone who is dealing with the same problem. It will be very helpful if someone could suggest the format for affidavit...
