Is anyone able to login in the website ? They have a pathetic system. At first they didn't allow the online payment and now once I have paid the fees they are not allowing me to login and prompting with message "You have submitted application see print after 5/9/2017". Is this for real ?

This recruitement is freezed for now and a new notification would be released in future. Highly possible that the vacancies are filled internally. In the past recruitements, this written exam happens within 4-5 months of notification. So wait for 3+ years for new notification.
Earlier, when i used to log in it showed the post applied as well as application no, date of apply, .......................etc..... but now it shows nothing and says that
no finally submitted application. how can it say that . i had paid the appropriate fees as well as the application was completely okay and right. please help.
I filed RTI regarding exam date , got reply today , THE DATE OF RECRUITMENT TEST HAS NOT yet BEEN FINALISED BY COMMISSION , THE SAME WILL BE INTIMATED TO THE CANDIDATE CONCERNED, as soon as it is decided by the commission ,Through upsc site

They have rejected some applications, so they have started the process. I hope to see some more notifications regarding this soon,
