For character certificate, Will the character certificate issued by the dean of the college is valid? Or it should only be by gazetted officer. Please tell.

I think at that time my interview just before interviewer call his wife.. and total frustration put it into my marks .. another candidate rti reply come.. he got 18/25. While i got only 08/25...
