I think answers are:

(1) C - Since enough provisions are not made, enough taxes dont get collected and hence the taxes need to be raised again.

(2) D - Since the number of issues will be half and advertisers pay by per issue that will also halve.

(3) E - Since we are just looking at three types of surgeries while the question deals with all surgeries, it is necessary to prove that these can represent surgery in general.

I think the answer is (E).
The intent of the author is suggesting entire removal of the exclusionary rule and not just the way it is applied.


Above is what I initially answered. But ya now I think B is correct since, the author specifically mentions "Even when the rights violation was a minor or purely technical one...." Hence he does not assume that all cases are like that.

In this question we need to challenge the critics. Therefore we need to provide an explanation for the occurence of the event. In this case I think the answer is (A). The reason for the lower sales of the companies whose representative attended the seminar is that those companies whose revenues were already high did not send representatives. Only those whose revenues were already less sent the representatives.

(B) supports the critics rather than opposing them
(C) does not provide any strong argument against the critics. In fact, it may support the critics by pointing out high costs.
(D) This point also does not challenge the critics. We have to challenge the critics that the seminars are not ineffective and not on the reasons why they are.
(E) This point in irrrelevant.
