My Choice (C): Mechanical problems were existing before the month of August, but it was not identified. After the plane crash, they have made stringent rules to identify the mechnanical problems. These problems were exisitng before/after the crash. So the choice.

this is correct. they are assuming that the antelopes are getting more cautious as they grow old. but the other way round is as likely, that antelopes that are cautious when young are likely to live long.
