Hey delhiboy1979... I really dunno the OA.. but referring to the point u have marked below I wud want to point out 1 imp thing in here.. The passage mentions only about overcrowding of the schools with students.. it doesnt mention anything about the student-teacher ratio.. assuming or implying things on the basis of the lines read pushes the reader in wrong direction (that's a GMAt trick I guess).. dont assume that if student-teacher ratio is good then even 1lakh students can inculcate good reading skills...
