both mean one and the same.. better than any other is same as best..

I love music == I must really love it.
again both mean one and the same.. love music is same as really love music.. ;)

For#2..
Notice the word highlighted in red below..

that single word changes the meaning implied and thus the most appropriate option.. "probably not" is not same as "may or may not".. so I believe OA is correct ;)

My explanation for (D).
Stimulus says that
Prediction = For result to occur action is NECESSARY

So action is performed and result occurs ==> Prediction is correct and action is effective.

Conclusion is that the result can be interpreted in other ways as well.

==> May be the occurrence of result does not depend on the action and the result had to happen irrespective of action. Means
Action is not effective + Prediction is incorrect = Still result occurs

(D) explains exactly this.
