There are 2 simulataneous obsevrations here and author assumes one to be the cause of another. Nothing can weaken it more than the fact that reverse was true.
I have come across plenty of such questions in past and this theorem almost always works

It cannot be A..because.. the arguement itself is about postal cost increase and how the company would be tackling them....

Its cause and effect...option D says couples show hostility by adopting different sleeping and waking patterns...and the argument says hostility arises due to different sleeping and waking patterns
So we can clearly see that this option weakens the argument.
It cannot be A..because.. the arguement itself is about postal cost increase and how the company would be tackling them....

(D) The number of homeless Americans is approximately equal to the number of rich Americans - again, doesnt matter

2. monkeys bothered by mosquitoes. millipedes got the goods. monkeys dont need to bother with rubbing, except when needed.

3. Tourism dept of S says, they have higher turnover. But largest hotel in H says they are better than RA, so they are the best. Tourism dept could be SO totally wrong, if and only if, there are no other hotels than RA in S.
