Now the comparison is between the "costs" and not the "cost" per say.. so they is used.

I myself marked D as my option, why D is something I explained in the prev posts.. seems that is incorrect bcoz of one very silly miss from my side.. E is the correct answer indeed.
see, the author is talking about population forecasts.. and about the determinats for the population.. now the determinants have to be cheap (as implied in the true sense of the sentence..).. and so economical and not economic.. the sentence sounds awkward with economic determinants.. but makes complete sense when we say 'social & economical determinants of population forecasts'
