It too think it should be "was".. However, I found the sentence in Manhattan SC Ed 2003, and they have used "were"! Milliliters of a solution is NOT countable!! :(

I am confused between option B and option D.. not really sure.. for me semi-colon, ";" is the guiding star.. anything after that is independent of the portion before that.. so the underlined sentence ending with "was" makes sense to me..
