Of Cos.. There is pronoun reference error "it " but i feel this is not a complete sentence.
I feel this sentence is correct.

1. To organize in x .....by y is not wrong. Choices D and E are out because:
Curator's bold decision that organized.... "the decision did not organize" "curator did". IMO: Choice B.

2. not normally served...needs a concrete qualifier. with the word dishes preceding it, there is no room for error. IMO: Choice E.

Subject-Verb agreement, plural verb and plural noun.
Less vs Lower, in this case "Lower" looks better.

A. Incorrect - Expenditures = Plural; Amounts = Singular
B. Incorrect - Incorrect usage of "less than"
C. Correct - Expenditures = Plural; Amount = Plural; Correct usage of a comparitive degree "Lower than"
D. Incorrect - expenditures regarding tobacco companies
E. Incorrect - expenditures against tobacco companies

Lower => adjective..
make sense.

for time ,distance, money we use 'less'
for countable entities we use fewer

eg:fewer chocolates
less than $541
less than 3 weeks
less than 3 kms

higher and lower we use for physical entities
The height of the chair is lower than that of the table.

Lower than is right; less is only correct when it refers to something that can't be counted. One can eliminate Option-B

The word "it" refers to non-living things, and the kind of context is concerned, can be of "he or she" as well.
As far as the word manipulating is used, it can not be used for manipulation of emotions, but for holding it.

Hence correct.

I think "C" is the correct option. "less" is not appropriate for countable things.

I've answered though, i'm just wondering...

The is for some constant, significant and for sure some thing definite...
The Ganges, The everest, the five BLACK people.. etc..

so if out of these points here, if emphasis is on Noun which follows "The/A" construct immediately, we need The else...A...
BTW, all of them have verb supporting plural verb..
