Hmmm... I can not believe that the correct answer is option A.
What I see the problem with A is the use of word for after Relief. I think this is not a correct idiom. Correct one is 'relief to'.
In that regards all other options look incoorect expcept B.
So, I think option B should be the correct one.

I understand that is descended seems awkward at best. But the best way to solve this question is by being aware that Parallel clauses should start with the same word. The two parallel clauses here are:

1. the elephant is descended from an aquatic animal
2. its trunk originally evolved as a kind of snorkel

Notice that the first clause starts with a that (that the elephant is descended from an aquatic animal). Hence, the second clause should also start with a that (that its trunk originally evolved as a kind of snorkel).

Using this criteria alone, you can dis-regard A, C and D.

Edit: It appears to me that my choice for 6 is wrong. I am split between D and E. Dont know if "is descended" is correct or not. If it is, E should be the answer.

What I have heard of is "rather than" is freuqently used for VERB comparisons πŸ˜ƒ
For example :
1. I prefer TEA to COFFEE (only nouns involved)
2. I prefer having tea rather than having Coffee (Verbs comparison).

Doing this "Rather than" doing that - is what is a generalised statement. (involving parallelism)

So, going by the options :
B & D - Lack in parallelism - OUT.
E - "recent decades' antilegislation" & "only were" looks odd.

A & C left.

Since ANTI-DISCRIMINATION legislation (SINGULAR) of recent decades is being talked about. use of "WERE" looks bad. "A" out :)

So, "C" :)

Could you let us know where you came across this concept that rather than compares two "nouns" and not "verbs". Perhaps there is some gap in either the literal meaning or interpretation. By the way, mitigated and abolished, as used in C are past participles and not verbs.

In any case, if you dont believe C is the answer, which answer are you inclined to? Perhaps we can then help further.

The sentence has parallelism:

So "that" has to be there in the answer. A and B thus get eliminated and we remain with C, D and E to choose from.

If you carefully look at E you will find akwardness here..

E. that recent decades' antidiscrimination legislation only were mitigating, rather than abolishing, housing practices' inequity

which alters the meaning of the original sentence. So, E gets eliminated here.


D. that, in recent decades, antidiscrimination legislation has only mitigated, rather than abolishing, housing practices' inequity

In D you can see the mitigated and abolishing do not match in tense. also some akwardness in housing practices' inequity.
In the end we are only left with C which should be the answer.

I marked A and found it wrong. The correct answer is D having the word 'More quickly' rather than 'quicker'. The explanation provided in the link given by mukultcs makes it wonderfully clear.
It says the following:

"quick" (and, thus, "quicker") is an ADJECTIVE.

"quickly" (and, thus, "more quickly") is an ADVERB.

since you're modifying the action ("be extinguished"), you need an adverb.
