IMO, C
The phrase 'machines replacing human labor' seems to be disconnected with the reaction that its creating. I believe both A and E suffer from this. The cause effect relation is missing.

In D the 'insofar' is awkward and unnecessary. Also ...'it was widely anticipated' the work week.... there does not seem to be a proper link between 'anticipated' and 'the work week'. the THAT required to specify the condition seems to be missing. Even B suffers from the same thing. ...

Only B aptly puts it properly and the pronoun IT also refers to the REPLACEMENT effect and is connected with THAT to pronounce the effect of 'machines replacing humans'

Please let me know.

B for first:
We don't need 'of' as the first part does not have 'of'
If the sentence was the clicking sound is not that 'of' a mechanical noise, created blah blah...but that of an artificially created sound etc - in this case we can use 'but that of'
So effectively c/d/e can be skipped. Between a and b, b is correct gramatically, we need 'but' to show dependency between the sentences.

In second sentence, 'c' because:
can't use rather, because then we will need a parallel - e.g. ....are not driven by steam, but rather (driven) by something else.
But the second sentence is a standalone one.
that leaves us with options - but and instead. instead is better to complete the sentence

The difference between the above sentences as I can see,
1. x is not a, but rather b. ( guess 'instead' here would have been a nice fit, but not there in choice list - X is not a, instead, it is b)
2. x is not driven by a, instead c does d

Both these problems stress the usage of semi-colon and RATHER. In both of these the first statement can stand all alone on it-self and hence should have a semi-colon at the end of it. So now:

for 1) we are left with A & E. the statement after semi-colon should stand alone and given the choices i feel A does this better.

for 2) we are left with C, D, E. I feel RATHER is better here than INSTEAD but I don't have a good reason why. May be because a statement with RATHER after the semi-colon stands better alone. I am sure BUT is not right as it cannot stand alone after the semi-colon. I go with D

(A) Machines replacing human labor, there was wide anticipation that -Eliminated.

(B) When machines replaced human labor, there was wide anticipation - Rule-Verb form is usually preferred over noun..hence C wins and ....moreover -
"When machines replaced human labor" ....suggests that this was an event in history that occurred prior to the "occurrence" of the anticipation, which is not true...since both the events were happening together. - Hence alter the meaning of the original sentence. - Eliminated


(C) As machines replaced human labor, it was widely anticipated that - correct idiom. Verb-tense agreement is correct...replaced - was...not ambiguous. "As" introduces the main clause. "continue to..." suggests that its was an ongoing process "As machines were replacing human labor"...which is what the author is trying to convey.


(D) Insofar as machines replaced human labor, it was widely anticipated -Eliminated.
(E) Human labor being replaced by machines, there was wide anticipation that -Eliminated.

D. reduced the amount of phosphates that municipalities are allowed to dump
E. reduces the phosphate amount allowed for dumping by municipalities

reasoning given - it should still be in effect.. but, we don't judge the content, we just fix the grammar.

What is wrong with the original sentence? maybe 'were' would have been a better fit.
But had been allowed - what is grammatically wrong here? they had been allowed to dump x tonnes, and that was reduced.

or
Is X trained for doing something

can someone confirm?

or both can be correct based on context?

(E) Human labor being replaced by machines, there was wide anticipation that passive voice used .. not preferred.

Isn't this sor of similar to that phosphate question? does anyone think 'are' fits better here?

I still think the clear concise statement should be:

I am not sure how we can associate a present tense with an action that happened in the past.
It seems to me municiplaties are allowed to dump x tonnes today and in 1972, an agreement reduced this. This sounds strange.
I would be inclined to think municiplities were allowed (or had been allowed to) dump x tonnes and that that got reduced.

Will appreciate it if someone can help to understand how D is the right answer?

--> Will go with option 'E'. Definitely need 'and' between the sentences. A seems wrong for a few reasons - will it should have been 'it will'. And the does means does what? it's phrased to mean what impact it will have if the community remains divided. Also would is better than will when predicting. Could have considered 'b' if it had 'the warming'
just to add, divided on and over both are right.

--> last two are wrong, as we need people (their). experience is wrong in 'c'. A is wrong because it leaves 'as' incomplete.
B overall looks ok. but only just by default, not convincingly though.
C would have been fine if it had experience.

--> 'C' is ok. Need to introduce George so 'he' is reqd. D is wrong as we can't say - becase he seemed the only candidate.
