in RRB we have to give the language proficiency and in     the notification it is written that "Please do not confuse this with medium of instruction"         what does it means? suppose for 'bengali' I know only how to speak but don't know how to write & read. can I apply to related RRB's?                and will we have to submit any relevant certificate?
