In IBPS PO Pre
See the condition at the centers are so poor that i was so screwed during the pre exam that my pc was hanged for 3 times and have to change my pc every-time and also slow internet connection or server such that the di question get loaded but no graph , sometime half question only appeared , and i was not the only one suffering almost everyone was suffering at the center .. it was so bad that i could only attempt about 50 question in pre , but somehow managed to get pass the cutoff.
Now , Comes The Mains Part
The main center was about 150 km away from my home and the timing was 8:00 am reporting , but i thought i should travel the same day of the exam ... my parents dropped me at the gate as i thought the examination center would be nearby but actually it was 3 km from the gate (LPU has huge campus, the center was filled with police as at the same day south africa's president was coming there for some reason) then i walked 3 km b4 the test reaching at about 8:45 ( i was lucky i kept buffer time ) but still there was huge lines for entry ,somehow after everything went ok than came the funniest part , they fucking didnt even gave me white sheets for rough work, i had to ask them 4 times b4 i got them 20 minutes after the exam started .. still somehow i had to manage...but then they asked 76 + 50 question for no apparent reasons ..... I feel that they are calling more candidate than they can handle ... All i could do was in my feedback i gave1 star in all sections ... Life is never fair , **** it get over it

The Skill India initiative has recently been in the news and could be important for your exam.
Skill India is a nationwide campaign which targets the idea of skill development and makes skill a national agenda. Introduced by Prime Minister Narendra Modi, Skill India aims to create better opportunities and uplift those who lack formal education, especially in the unorganized sector. This article will look at the objectives, background and implementation framework of Skill India.
Objectives
· To facilitate the skilling process with Speed, Scale and Standards across the country.
· To bring together important stakeholders, including Central Ministries/Departments, State Governments, major industrial organizations and trainees.
· To generate opportunities, space and scope for development of talents of the young population of India.
· To develop those sectors of the economy that have already been under skill development for the past years, and simultaneously identify newer areas for skill development.
· To provide training to 300 million youth of India by 2022, reaching out to each and every village.
· To create a hallmark 'Rural India Skill' in order to certify and standardize the training process.
· To boost confidence, stimulate productivity and give direction through properly executed skill development.
Background
· It was launched by the Ministry of Skill Development and Entrepreneurship (MSDE) on 15 July 2015, when the first ever World Youth Skills Day was also celebrated.
· Under the umbrella campaign of Skill India, three separate campaigns and flagship schemes were launched - National Skill Development Mission, National Policy for Skill Development and Entrepreneurship and Pradhan Mantri Kaushal Vikas Yojana.
· The National Mission will connect, coordinate, execute and monitor the skilling activities taking place across the nation.
· The National Policy will facilitate policy guidance and directions to all stakeholders in the skill development area.
· PMKVY is the demand-driven flagship of the MSDE and a skill training program which will provide financial rewards to candidates who successfully accomplish the approved skill training programs.
· Another initiative called Recognition of Prior Learning (RPL) will be put in place to recognize the skills of 24 lakh young people across India. This will be especially beneficial for the unorganized sector workers as despite lacking formal education, their skills will be recognized.
Implementation Framework
· The National Mission will have a Governing Council at apex level, a Steering Committee and a Mission Directorate (alongside an Executive Committee) which will serve as the executive branch of the Mission.
· The Mission Governing Council will be presided by the Prime Minister at the apex level.
· In terms of financing, the administrative expenses of the campaign will be borne by the budget of MSDE.
· MSDE has initiated a number of cross-departmental partnerships across different Departments and Ministries to scale up the process of skill training.
· Eight cross-sectoral MoUs have been signed so far between MSDE and Ministry of Social Justice and Empowerment, Ministry of Health and Family Welfare, Ministry of Defence, Ministry of Steel, Ministry of Mines, Department of Chemicals and Petrochemicals, Department of Fertilizers and Department of Pharmaceuticals.
· Two tri-partite MoUs have also been inked between National Skill Development Corporation, National Skill Development Fund and National Thermal Power Corporation as well as Power Grid Corporation of India Ltd.
· These MoUs will seek to promote and scale up apprenticeship training in Public Sector Undertakings (PSUs), introduce vocational courses in schools run by Ministries/PSUs, leverage existing government infrastructure to deliver skill training programmes, upgrade equipment of it is and NSDC/SSC affiliated training providers, establish Centers of Excellence for high quality skill training, and align training programmes to National Skill Qualification Framework and mobilize workforce for RPL.
· A 'Skill Loan' initiative has also been launched, under which loans ranging from INR 5,000-1.5 lakhs will be available to over 3.4 million youth of India, who intend to be a part of the skill development programmes for the next five years.
· Under the PMVKY, a Skill Card will be issued to those who complete their training. One of the officials explained the purpose behind this card and said that instead of a piece of paper, this skill card will be an easy-to-carry certification of your skills. There will be a QR code on the card, which can be read on the mobile phone and checked for authenticity.
· Customized, need-based programmes would be designed and executed for specific age groups, which will range from language and communication skills, life skills, personality development, positive thinking, management skills, behavioural skills and job and employment skills.

Vanbandhu Kalyan Yojana has recently been in the news and could be important for your exams.
Initiated by the Ministry of Tribal Affairs, the VKY is an important scheme which targets development and progress in tribal areas, and works towards facilitating better services and infrastructure in the underdeveloped sectors. This article will look at its objectives, major agendas, background and implementation.
Objectives
· To implement schemes aimed at uplifting the living standards of scheduled tribes of the country, including the North-Eastern states.
· To improve the quality of life as well as education in tribal areas.
· To bridge the gaps in infrastructure with special focus on quality.
· To protect tribal heritage and culture and 'to translate the available resources into overall development of tribal population with an outcome-based orientation'.
· To design a strategic process which ensures that all the goods and services, with intended benefits under government programs are able to reach the tribal population by unifying resources and properly planned systems.
Major Agendas and Suggested Activities
As part of the VKY guidelines, the government and the Ministry of Tribal Affairs (MTA) have come up with a number of suggested activities and agendas in order to make the process smoother. Some of these are:
· Sustainable and qualitative employment.
· Focus on quality education and higher education.
· Economic development of tribal localities.
· Health and housing provisions for everyone.
· Clean drinking water for all.
· Customized irrigation facilities as per the respective terrains.
· Construction of all-weather roads with good connectivity to adjacent cities.
· Promoting sports to tribal areas.
· Strong institutional framework to carry out the development goals with the help of sustainability.
Background - What is VKY?
· The Vanbandhu Kalyan Yojana was launched by the Ministry of Tribal Affairs in October 2014 for the 'holistic development of tribal people', with INR 100 crore allocated to it for the year 2014-15.
· The scheme has been piloted in one block each of Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Telangana. These have been picked on account of poor literacy rates and recommendations by the states.
· The first leg of the program will be aimed at areas with at least one-third or 33 per cent tribal population.
· As a part of its focus on education in tribal population, the MTA has also announced several programs which will facilitate hostels for ST girls and boys, setting up of ashram schools in underdeveloped areas and post-matric scholarships.
· Well-structured and streamlined planning will be undertaken so that the results can be checked and measured. The assessments of the Panchayati Raj bodies will especially play an important role in this.
· The allocated funds will be monitored to ensure that the target areas are reached. This way, the Tribal Sub-Plan elements of different Centrally Sponsored schemes and state plans will effectively cover the tribal people. A Project Implementation Cell (PIC) will be set up at central government level with MTA.
· Jual Oram, Union Tribal Welfare Minister has also declared that another proposal to set up a National Research Centre in the Tribal Research Institute, Bhubaneshwar to boost promotion of research projects on issues for socio-economic development.
· Mr. Oram added that the government had granted approval to recognize Visva-Bharati University in Santiniketan as a centre of excellence in tribal language and literature.
· He also announced that a web-based portal had been established to depict the current prices of different food ingredients at real time across the markets of the states involved. Prices of bamboo, mahua seeds, lac, chironjee, honey, tamarind, gums, tendu leaves, sal leaf and seed, myrobalan and karaji have been posted on the portal.
· Furthering the goals of Vanbandhu Kalyan Yojana, the MTA has sanctioned about 184 Eklavya Model Residential Schools to achieve and facilitate infrastructure, and to provide quality education to tribal communities.
· Union Minister of State for Tribal Affairs, Shri Mansukhbhai Dhanjibhai Vasava said that this initiative reflects the Ministry's emphasis on employment generation, sustainable livelihood and skill development for tribal people.
Implementation and Working Framework
· VKY will be implemented by the respective state governments but will be supervised by the Government of India.
· The PIC will serve as the core catalyst unit and help Tribal Welfare Departments of the states to mobilize the financial resources allocated for Tribal Development by the Centre, States and other financial bodies.
· The MTA has established a Project Appraisal Committee (PAC) which will be chaired by the Secretary of Tribal Affairs, and will also have due representation of States/UTs, NITI Aayog and Internal Finance.
· The main function of PAC is to approve project proposals which balance the priorities set by the Ministry and actual requirements of tribal people on the ground.
· The implementation would be carried out primarily by Integrated Tribal Development Agencies and Programs (ITDAs/ITDPs), which are public organizations established or delivering public goods and services to Scheduled Tribes and Scheduled localities.
· A Detailed Project Report with precise cost estimations for creating capital assets under the schemes, and other elements would be drawn out after proper consultation with state governments and other central ministries.

The HRIDAY Scheme has recently been in news and could be crucial for your exams.
The Heritage City Development and Augmentation Yojana, or HRIDAY, was launched early this year. This program will be aimed specifically at the heritage sites of the country and will work towards exploiting the potential of these cities. Targeted at twelve cities in particular, HRIDAY will "preserve and revitalize soul of the heritage city to reflect the city's unique character by encouraging aesthetically appealing, accessible, informative and secured environment." This article will look at the objectives, background and working framework of this program.
Objectives
· To focus on holistic development and unify urban planning, heritage conservation and economic growth for heritage cities.
· According to Press Information Bureau, it "aims to preserve and revitalize soul of the heritage city to reflect the city's unique character by encouraging aesthetically appealing, accessible, informative & secured environment."
· To concentrate on livelihood, cleanliness, skills, safety, security, faster service delivery and accessibility of heritage cities, and also aim for beautification in an inclusive fashion.
· To make last-mile connectivity heritage sites better by conservation of areas, documentation, increased facilities for women, senior citizens and differently abled citizens.
· To design a Heritage Management Plan (HMP) and use it for certain identified cities so as to outline heritage resources and come up with strategies to plot their conservation, restoration, future use and progress.
· To develop and maintain a heritage asset directory of cities, and use natural, cultural, living and built heritage as the basis for urban planning, growth and service provision.
· To construct effective links between cultural and tourism facilities, with specific focus on sanitation services like water taps, public washrooms, etc. with the latest technological developments.
· To make the cities more informative and connected with the help of modern equipment and security apparatus such as CCTV.
· To increase physical as well as intellectual accessibility with the help of well-planned road designs and GIS mapping of historical sites.
Background - What is HRIDAY?
· HRIDAY was launched on 21 January 2015 by Mr. M. Venkaiah Naidu, Union Urban Development Minister. He said, "No nation can move forward ignoring its cultural heritage and legacy. India is a diverse land of languages and religions and we need to preserve the legacy of all kinds. HRIDAY is a step towards reviving the soul of cities hosting such rich heritage."
· Mr. Naidu said that India has thirty-two UNESCO recognized natural and cultural heritage sites, and ranks second in Asia and fifth in the world, and HRIDAY will help in harnessing the tourism potential of the country to the fullest.
· An allocation of INR 500 crore was made for this scheme in the 2014 Union Budget.
· Concluding in March 2018, the scheme will be implemented in twelve cities - Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal.
· HRIDAY will support development of heritage infrastructure ventures which will include revival of urban infrastructure in areas close to heritage sites and assets marked by the state governments and the Ministry of Culture, Government of India.
· Some of the areas covered under this will be sanitation, drainage, waste management, street lights, roads, electricity, tourism, water supply development and footpaths.
· The focus of HRIDAY will broadly be on four areas - physical infrastructure, institutional infrastructure, economic infrastructure and social infrastructure - and assistance will be provided by public sector undertakings as well as the private sector.
HRIDAY will be working on two levels - national level and city level. Each level will have its own sub-organizations which will together make sure that the objectives of the scheme are being fulfilled.
National Level
1. National Advisory Committee (NAC) - It is the main advisory body for HRIDAY. The Mission Director will serve as the convener of this committee. NAC will aid in creating the implementation and governance framework and the projects of heritage development will evolve under this very body, with the help of advice and directions on all the constituents of the program.
2. HRIDAY National Empowered Committee - This will be jointly chaired by the Secretary of Ministry of Urban Development and Chief Secretary of the respective state. The main function of HNEC is to grant approval to all the operations and fund releases and keep track of the combined performance of HRIDAY. It is also responsible for ensuring that there is no replication in the approval of projects or activities under HRIDAY.
3. National Mission Directorate - The head of this body is the Mission Director and it is backed by the National Institute of Urban Affairs. NMD is mainly responsible for preparing HRIDAY guidelines, model RFPs (Request For Proposal) and toolkits for executing different components. It also has to facilitate selection of HRIDAY City Anchors and establishment of City Mission Directorates.
4. National Technical Committee - This will be chaired by the Director of National Institute of Urban Affairs. The primary motive of NTC is to technically review and evaluate the framework of implementation, Detailed Project Reports (DPR), City HRIDAY Plans and similar propositions before presenting it at the HNEC meetings.
City Level
1. City Level Advisory and Monitoring Committee (CLAMC) - The convener here would be the District Magistrate. The major functions of the CLAMC are approving the City HRIDAY Plan, reviewing the DPRs before sending it forth to the National Mission Directorate and monitoring and assessing the timely progress of the program.
2. City Mission Directorate - This will serve as the nodal organization for implementing the HRIDAY scheme at the city level. Some of its main purposes are selecting agencies for DPR, reviewing City HRIDAY Plans, Execution Works and DPRs and to check the overall coordination and execution of the program at the city level.
3. HRIDAY City Anchors - For every city in the scheme, the agency with substantial expertise in the area of heritage has been chosen to serve as the HRIDAY City Anchor. Some of its functions are prioritization of projects, preparation of City HRIDAY Plans and ensuring quality control for all the selected projects by creating DPRs and executing the work.

The Rashtriya Avishkar Abhiyan has recently generated a lot of buzz and could be crucial for your exams.
Rashtriya Avishkar Abhiyan (RAA) is a nationwide campaign developed by the Ministry of Human Resource Development that aims at expanding the reach of Science, Mathematics and Technology on the grass-root school level. This article will look at the objectives, background, working framework and supplementary strategies undertaken by the government.
Objectives
· To inculcate a spirit of inquiry, creativity and love for Science and Mathematics in school children.
· To focus on linking school based knowledge to life outside the school and making learning of Science and Mathematics a joyful and meaningful task.
· To create a culture of inventing, thinking, tinkering and doing to promote enquiry-based learning in schools.
· To encourage and nurture schools to serve as incubators of innovation.
· To enable children to become engaged and motivated in Science, Mathematics and Technology (SMT) by observation, experimentation, model building, inference drawing, rational reasoning and testability.
Background
· The Rashtriya Avishkar Abhiyan was launched by former President Dr. APJ Abdul Kalam on 9 July 2015. It is a part of Prime Minister Narendra Modi's vision of Digital India, 'Make in India' and 'Teach in India'.
· According to the Ministry of Human Resources Development (MHRD), the RAA is "a convergent framework that aims at nurturing a spirit of inquiry and creativity, love for Science and Mathematics and effective use of technology amongst children and encourage those who show an inclination and talent for these subjects to be encouraged and supported to heights of academic excellence and research."
· Under RAA, government schools will be guided and mentored by premier institutes including the IITs, IIMs and other Central universities by innovative programmes, student exchanges, etc.
· Union Minister for HRD, Smriti Irani has said that the second phase of RAA will be launched in January 2016 for higher education. Under this phase, model science laboratories will be set up in all districts of North Eastern states.
· Following the sudden demise of Dr. Kalam on 27th July, HRD Minister Smriti Irani declared that the RAA would be renamed after him, and thereby known as APJ Abdul Kalam Rashtriya Avishkar Abhiyan.
Working Framework
1. National Steering Committee (NSC)
At the national level, there will be a National Steering Committee. It will be co-chaired by Secretary, Department of School Education and Literacy and Secretary, Department of Higher Education.
Functions of NSC
· To execute RAA by coordination and synergy with other Government of India (GoI) organizations and programmes aimed at popularizing science.
· To institutionalize major schemes of the Abhiyan, like school mentoring by premier higher education institutions, promotion of teacher circles, promoting Student Science Clubs, Resource Material Development, Advocacy and Monitoring.
· To keep track of the Abhiyan activities of each state once in every six months and extend required support and follow it up with necessary action.
· To converge, coordinate and harmonize funds under GoI initiatives, industry activities and civil society contributions in order to enhance RAA's outreach.
2. State Level Steering Committee (SLSC)
At the state/UT level, there will be State Level Steering Committee (SLSC). It will be headed by the State/UT Education Secretary.
Functions of SLSC
· To put RAA into effect by convergence and synergy in the State or Union Territory and mobilization of adequate funding.
· To institutionalize the different programmes of the Abhiyan like attracting talent and promoting teacher circles to accomplish the objectives of RAA.
· To monitor the progress of the Abhiyan every three months and extend necessary support and follow up action.
· To encourage participation of all government and aided schools under RAA and widen the coverage of schools with emphasis on equity and inclusion of children of all religious, social, linguistic and economic classes and especially girls.
· To aid and motivate organizations to hold district and state level competitions like Science and Mathematics Olympiads, and to encourage students as well as teachers by ample awards.
Alternative Strategies to Encourage SMT
Apart from the approaches based primarily on school-based learning, the MHRD has also planned various ways to encourage and popularize SMT in the students. This way, the focus will be on modeling education based on learning. These strategies are applicable to
1. School Mentoring
· Higher Education Institutions (HEI) will be networked and encouraged to mentor neighbourhood Higher Secondary, Secondary and Upper Primary schools for five years. Some of these Mentoring Institutions will be Homi Bhabha Centre for Science Education (HBCSE), Indian Institutes of Technology (IITs), Indian Institute of Science Education and Research (IISER), National Institutes of Technology (NITs) and National Council of Science Museums (NCSM).
· The Department of Science and Technology and NCSM would play significant roles in encouraging activities in schools to promote science. The students of IITs and NITs may be encouraged to mentor Kendriya Vidyalayas and Navodaya Vidyalayas to take up local problem solving assignments.
· These Mentoring Institutions would be responsible for improving student engagements through SMT activities in schools, cultivating a culture of 'making and doing' among students and teachers, ensuring technology-enabled scientific talks and seminars at schools, and encouraging coordinated engagement of teachers and students with planned sustenance in the form of material access and intellectual and institutional support.
2. Science and Mathematics Teacher Circles
· The Mentoring Institutions will group the Science and Mathematics teachers at decentralized levels on a voluntary basis. The Mentors would then try to develop teacher capacities for newer, engaging and empowering manners of teaching.
· The Mentors would try to engage teachers as a community and propagate a system of doing and creating knowledge while maintaining the depths and intricacies of specific subject details.
· The Mentors would help in providing a platform for teachers to share their experiences with one another, give presentations of their professional journeys - innovations, successes and failures in teaching SMT - with their peers. The role of the Mentoring Institutions would be to build partnerships in these meets.
· SMT centric teacher circles would encourage local school-based campaigns, development of affordable education kits for schools to use, residential summer programs for teacher for upgradation in Science and Mathematics teaching methods, organization of local Science exhibitions or book fairs, publish media articles on SMT and activities on Contemporary scientific events to create awareness.
3. Science and Mathematics Clubs for Children
· MHRD, in partnership with Vigyan Prasar and NCSM will help schools to institutionalize science clubs for students in schools for Science and Mathematics. The Mentoring Institutions will play a major role in formation of these clubs. Necessary support from science-based voluntary agencies may also be sought.
· Informal out-of-school engagements with Science and Maths teachers would be held. These sessions would be learner-motivated, contextually relevant, collaborative, non-linear and open-ended.
· The functions of these Science and Mathematics clubs would be to promote a curiosity, enquiry, innovation and creativity among students by activities that would complement class learning, to encourage children and youth to take up scientific tasks and contribute to the goals of cultivating a scientific society, and to empower and encourage students to take part in National Science Congress.
4. Sensitization of Parents and Community
· Government will come up with promotional communication plans to sensitize parents and society on Science and Mathematics in a society that is knowledge-based.
· Regular community-scientist interactions will be held every six months using television, radio and other mass media.
· Involvement of parents in classroom teaching at school level.
· Inviting parents and community leaders in the SMT activities of schools.
· Engaging civil society and NGO working on Science and Mathematics (chosen by the Mentoring Institutions) in popularizing the subjects.
