The Regional Rural Banks (RRBs) were first set up on October 2, 1975 (only 5 in numbers) with the aim to take banking services to the doorsteps of the rural masses specially in the remote areas with no access to banking services with twin duties to fulfill:(i) to provide credit to the weaker sections of the society at concessional rate of interest who previously depended on private money lending and(ii) to mobilise rural savings and channelise them for supporting productive activities in the rural areas.

Following the suggestions of the Kelkar Committee, the government stopped opening new RRBs in1987 - by that time their total number stood at 196. Due to excessive leanings towards social bankingand catering to the highly economically weaker sections, these banks started incurring huge losses byearly 1980s.

For restructuring and strengthening of the banks, the governments set up two committees- the Bhandari Committee (1994-95) and the Basu Committee (1995-96). Out of the total, 171 wererunning in losses in 1998-99 when the government took some serious decisions:(i) the obligation of concessional loans abolished and the RRBs started charging commercialinterest rates on its lendings.(ii) the target clientele (rural masses, weaker sections) was set free now to lend to any body.After the above-given policy changes, the RRBs started coming out of the red/losses. The CFS has recommended to get them merged with their managing nationalised or public sector banks and finally make them part of the would-be three-tier banking structure of India. At present there are 82 RRBs(46 amalgamated and 36 standalone) functioning in India even though the amalgamation process is going on (India 2013).


Important Points to Remember about NABARD:

* National Bank for Agriculture and Rural Development (NABARD) is an apex development bank in India.

* NABARD was established on the recommendations of Shivaraman Committee.

* NABARD was established by an act of Parliament on 12 July 1982 to implement the /National Bank for Agriculture and Rural Development Act 1981.

. * NABARD replaced the Agricultural Credit Department (ACD) and Rural Planning and Credit Cell (RPCC) of Reserve Bank of India, and Agricultural Refinance and Development Corporation (ARDC).

* Headquarters of NABARD is situated in Mumbai, Maharashtra, India.

* The Present Chairman of NABARD is Dr. Harsh Kumar Bhanwala.

* NABARD completed its 25 years on 12 July 2007 and Completed its 30 year in 12 July, 2012.

 Main Functions of NABARD

1. Integrated Rural Development Programme

IRDP is a scheme devised by Government of India for generating self-employment opportunities in the rural sector and for the economic development of rural areas. Banks are advised to extend cheap credit facilities to the people/ group selected under this programme. NABARD then provides refinance to banks.


2.NABARD also provides refinance to full extent for project taken under National Watershed Development Programme and National Mission of Wasteland Development.

3.Scheme of Monitoring Evaluation and Research Activities

NABARD also provides support to research studies by academic and technical institu_tions on matters having bearing on its developmental role. For this purpose, it has Research and Development Fund.

4.External Aid Project

NABARD has been implementing various foreign aided projects. The projects are as_sisted by World Bank Group, Organisation of Petroleum Exporting Countries Fund for International Development, etc., NABARD actively participates in formulation and imple_mentation of such projects. It is also required to monitor the projects and submit final report to aid agencies.

5.Inspection and Supervision of Co-operative Banks and Regional Rural Banks

NABARD has been entrusted with the responsibility of supervision of Co-operative and Regional Rural Banks. For this purpose, it conducts inspections of Co-operative Banks and Regional Rural Banks. These banks are also to submit periodical information to NABARD for monitoring purposes.

NABARD gives its recommendations to RBI with the matter relating to licensing of Co-operative Banks and Regional Rural Banks. The nomi_nees of NABARD on the boards of Co-operative Banks and Regional Rural Banks monitor the working of banks.

6.Vikas Volunteer Vahini Programme

NABARD has been organizing farmers club in association with voluntary agencies in rural areas particularly in tribal areas, which have proved very helpful for credit institu_tions in extending credit to poor farmers. These clubs, besides creating awareness among weaker sections about the proper utilization of assets and importing modern method of farm technology, are involved in educating the tribal people.


7.Training-cum-production Centre for Women

NABARD provides grant to voluntary/development agencies for setting up of centers which aim at providing vocational/entrepreneurship training centers for women exclusively. Some provide marketing-oriented skill to women for upgrading technical and designing skill.

As I filled both n some North- East RRBs including Nagaland apart from northern region RRB were filled. how will you justify ur first,second preference?and strenght u will copy frm somewhere or will tell ur own?,actully both questions were asked me in ibps po 4 and i wasn't able to give a satisfactory answer to either.
