But this link which people are giving out here is not genuine

because it is the same link which is used for displaying written marks of rrb candidates who were selected for interview which is as follows:

http://ibps.sifyitest.com/rrboajun15/ressd_dec15/login.php?appid=2278feefaad27d1380b7ae0c0b8ecb98
and only the last part after the slash of _dec15 has been changed to downloadstart.php i.e:

http://ibps.sifyitest.com/rrboajun15/ressd_dec15/downloadstart.php

Then it shows RESULTS WILL START SOON

THEN it is showing that download of call letter would start soon BUT they have already started
