as far as I understand, the open category seats are filled first based on merit irrespective of category, then the reserved category seats are filled with the candidates of that particular category. If a low scorer of a reserved category has to compete with the high scorers of general category, it does not give any advantage to them.
This is pathetic for general candidates like us, but that is how the system is :(

NEW DELHI: In fresh trouble to Sahara group, the Supreme Court on Wednesday said that the Securities and Exchange Board of India (Sebi) is free to freeze accounts and seize properties of its two companies for defying court orders by not refunding Rs 24,000 crore to investors.

can you elaborate on what cases ibps could not find reserve quota and provide seat from general quota?
As per my understanding the top scorers of reserved quotas will get allotment in their respective quotas in descending order, once the quotas are filled in their categories then only the reserved quota candidates will compete in unreserved quota as per the reservation quota guidelines by govt of india. I am still studying those guidelines and will shortly elaborate on the same. Candidatees with score above 151 and above need not worry as there are only 6k candidates in reserved quota above them which they will automatically acquire by their own category and rest cannot fight as the reserved quotas will be absorbed by candidates till score of 144, and a 144 cannot compete with 151..........hope i am clear here
