Hi! One question on the wait list. When ppl say that ppl with wl number upto around 80 for Delhi do get a seat, where does this numbering for the wl start from? Is the first guy on the Kolkata list wl1 for Delhi or does it start from the Applicants who are in the buffer list for Delhi?

This year 343 calls were given for Delhi. The seats are only 210. Now what if very few people leave Delhi and suppose 280 remain? Then will people from Kolkata list be shifted up to complete this figure of 343 or will this list come down to 210 and when it goes below that, people from Kolkata list will be shifted up?
