Udupi region has released only 17names..but vaccancies were 28. Any other region has issue like this ?

In my division 28 vacancies were there in notification but result list has only 17 selected. UR empanelled 2 candidates and no empanelled candidates from other category. Looks like sectional cut off screwed everyone.
