E-Governance

As the popular involvement in day-to-day governance increases, it is the electronic systems that can provide a social infrastructure to absorb such influx. These electronic systems function according to their programming. But, programming them in such a manner is quite possible now. Application of electronic systems must go beyond business efficiency and enhanced profitability to dwell in the domain of creative as well as time and energy efficient governance. E-governance can be used to minimize paper works. Simplified licensing, hassle-free taxation, transparent election systems are but a few examples of applicability of electronic systems within our reach. In future, we can conceptualize a personalized identification number for each citizen using which one can get delivery of services one is entitled to. As we move towards more and more complex programs, we might end up having a system of artificial intelligence for governance.

Sir, I am a farmer with land holding size of two hectares. I lost my harvest due to untimely rains last month. Having insured my crops with Weather Based Crop Insurance, my remorse was belittled by the hope of getting compensation sooner or later.

Being absolutely unaware about the procedure as I was, I approached AICI office last month to claim against my insurance. I would like to thank your staff for hand-holding me through the procedure and speedy settlement of my claims. It was encouraging to see the empathy towards distressed farmer from your company.

Handout Essay

Three effective measures to eradicate illiteracy in India. Explain how themeasures suggested by you will be effective.

Amartya Sen in his 'Development as Freedom' emphasizes the role of education, along with the health, in building capabilities and achieving comprehensive human development. Looking at India's performance in this domain, with 26% of its population still being illiterate, one can say that there is immediate need to address the problem of illiteracy in India. This problem can be tackled in systematic manner by removing obstacles and providing incentives at each stage

First step is to ensure that our policies target effective enrollment ratio (EER) of 100% instead of gross enrollment ratio (GER). EER goes beyond GER in depicting percolation of education through schools. The reasons of lower attendance of students can be two-fold. Either there is a high opportunity cost of education, such as time and energy loss due to school being far, or lack of quality education to keep student interested in the education process, which could be attributed to lack of training of teachers, absenteeism of teachers, etc.  Recent programmes like Right to Education, Padhe Bharat Badhe Bharat for quality education or components of Sarva Shiksha Abhiyan that increase availability of government school in nearby premise are steps in this direction.

Second step is to absorb these educated students into labor market and availing them with better employment opportunities. This step is very crucial in minimizing the opportunity cost of education vis-à-vis economic activity. If a student, despite her/his education, is employed in same manner as a person who is illiterate, it creates a demonstration effect about ineffectiveness of education. On the other hand, better employment opportunity acts as a demonstration effect in favour of education and thus, encouraging more and more number of parents to send their children to school.

Third step is to educate those who missed the train of education in their childhood due to one reason or the other. Sakshar Bharat is a programme based on these lines that enables uneducated/ illiterate adults to learn through formal channels of education. But, in order to successfully implement third step, first two steps must be effectively implemented before. Each of these steps can be augmented by increasing overall citizen awareness by effective use of media, policy and encouragement from eminent personalities.

If India is to become a superpower before the end of 21st century, it is an imperative that India ensures that none of its population is deprived of Right to Education enshrined in its constitution under Article 21A. To implement this fundamental right in letter and spirit will be a right step to give India strength to stand shoulder to shoulder with global powers.
