pandit ji ....u r right ....but aise to saare kaam ghar pe kiye ja sakte hai office jaane ki jaroorat hi ni kisi ko ....par baad me legal matter ho sakta hai if found guilty ......isliye office me rhna to jaroori hai ...chahe kaam kro ya na kro .......after all recruitment is imp part of any organisation ....so it is done in office itself......

boss mera ek dost central govt. me IT officer hai, wo saare dimaag wale kaam raat me ghar pe beer peekar karta hai, bolta hai ki office me sirf chai pee sakte hain jis se uska dimaag nahi khulta ....

technically, there is huge difference. However, because of job security and rules relating to service matter, sab chalta hai attitude is also applicable here.
@prince_yadav one is created under a statute, while the other is not. Like say, UPSC, which is created by an Act passed by the parliament. NICL is not created by an Act.
