Doubt regarding admission under obc category....

I am basically maharashtrian but my bonafide state is gujarat, family residing in gujarat since 1965...my caste is SALI, through central govt order it falls in obc in both states Gujarat 87th number and Maharashtra 132nd...i am having obc ncl certificate issued from gujarat but it has been clearly stated in the heading that it is for jobs under govt of india...what if i want to study further under obc category in Maharashtra... Are there different obc ncl certificate for jobs and studies in institutes which fall under central govt..
