Does a waitlist number indicate a waitling list beyond the candidates who have been offered in the first round?

E.g. A waitlist of 1000 - does it mean, 300 students were offered in the first round and another 1000 are waiting after 300?

or 300 students were offered in the first round and another 700 after 300?
