Also, are hardcopies mandatory?

I received the mail about being shortlisted. But upon login into the payment portal, I see the message:- "You Have No Pending Fees. If you find any discrepancies, Please contact institution office!".
Anyone else facing the same issue?
Is the portal closed for certain interval of time at night?
