why does TISS waitlist moves by such a small margin. I am not asking this because I am waitlisted, I am genuinely curious. EVEN old iims ( barring Ahmedabad) mein there is movement by 30-40 or more. Then why not here?

Hi guys. I am waitlisted for HRM and selected for my 2nd preference course. So my question is if I don't pay fees now for course which I am selected then will I be still in waitlist for HRM course or will I lose chance for that course as well because I didn't pay fees for 2nd prference course.
