My take is d - conservation...as the central idea of the passage is to present two ideas wrt sea...one is in respect to freedom of sea...which means anyone can use it...in the 2nd part we need to find a word which will enable the nation to use the sea for its own benefit and security...surveying is not that a strong word in this context so going with option d...correct me if am wrong :)
Appropriation means to use something without the consent of the owner...in this case nations are not dng it since the seas already belong to them...so i dont know if it could be the answer :)
