Option 3 can be straight forward ruled out.
There is no indication of any action for the fugitive. They were basically in run. So Salvation will not suite.
Since the fugitive were on run, they wanted some place for hiding. So "Sanctuary" holds good.

actually for 1st ques it should be point at issue. It's a phrase meaning being analyzed, in contemplation, in dispute, in question, on the agenda, under advisement, under consideration, under examination....got it from web.

vivekrajarshi-okk...understood the 1st ans...wat abt the other three questions? have doubts in those as well...

for the 2nd question, why it won't be 'aspirants of the job'? 3rd question- why not 'geared for universal education'? nd 4th question- why not 'novelist with an idea'?

see I can't explain it gramatically, but all I can say is, it's all bout reading habits. Generally we come across such sentences like novelist with a mission, geared towards change. I hope you getting my point.
