In RBI assistant, some employees said almost everyone gets promoted to grade a after passing departmental exam ? If so can we stay in same city throughout career as grade a without transfer if we wish to stay in same location and that too grade a itself till retirement?

In rti reply they that no merit list is maintained for any region. How is this possible?
RBI publishes results for all centres on a single date. So, results can not be published unless process for all centres/regions are complete in all respects.
In case of any court cases, there would be further delay in the publication of result.
