REPORT OF THE SUB-GROUP OF CHIEF MINISTERS ON RATIONALISATION OF CENTRALLY SPONSORED SCHEMES: Major Recommendations:

- From now onwards, the sharing pattern should be:

For Core Schemes

· For 8 NE and 3 Himalayan States: Centre: State: 90:10

· For other States: Centre: State: 60:40

· For Union Territories: Centre: 100%

For Optional Schemes

· For 8 NE and 3 Himalayan States: Centre: State: 80:20

· For other States: Centre: State: 50:50

· For Union Territories: Centre: 100%

- NITI Aayog to have concurrent jurisdiction in monitoring of Centrally Sponsored Schemes in the States and Central Ministries.

- Focus of CSS should be on the Schemes that comprise the National Development Agenda where the Centre and the States will work together in the spirit of Team India.

- Funds for Optional Schemes would be allocated to States by the Ministry of Finance as a lump sum and States would be free to choose which Optional Schemes they wish to implement.

- Flexibility in Schemes and Institutional mechanism: 25% allocation in a Scheme should be flexi-fund, to be spent in accordance with Ministry of Finance guidelines.

- Constitution of a Sub-Group of Chief Ministers on rationalisation of Centrally Sponsored Schemes. Convener- Shivraj Singh Chouhan (CM MP).

- Constitution of a Sub-Group of Chief Ministers on Skill Development in India. Convener- Prakash Singh Badal.

- Sub-Group of Chief Ministers on Swachh Bharat Abhiyaan. Convener- Chandra Babu Naidu (CM AP).

- Task Force on Agricultural Development- Chairman: Arvind Panagriya (Vice Chairman).

- Task Force on Poverty Elimination in India- Chairman: Arvind Panagriya (Vice Chairman).

- Constitution of the Group to finailise scope and methodology of 'Enterprise Survey on Business Regulatory Environment' in collaboration with IDFC Institute. Chairman: Arvind Panagriya (Vice Chairman).

- NITI Aayog to replace 5-year plans with 15-year vision document

o The first 15-year vision document will come into effect from 2017-18 after the end of the 12th Five year plan.

o It will be formulated with central objective of eradication poverty. It will come along with a seven-year National Development Agenda which will lay down the programmes schemes, and strategies to achieve the long-term vision.

o  The long vision document (perspective plan) will comprise of three-year macroeconomic framework.

- Union Government's premier think-tank NITI Aayog has launched the 'Women Transforming India' initiative.

o The initiative was launched on the eve of International Women's Day (8th March) in partnership with the United Nations and MyGov.

o Through this initiative NITI Aayog seeks to directly engage with women leaders from across urban and rural areas of India.

o It will collect entries in the form of written essays/stories, preferably accompanied by photographs that set a context to the narrative.

- Atal Innovation Mission

o Two core functions:

§ Entrepreneurship promotion through Self-Employment and Talent Utilization, wherein innovators would be supported and mentored to become successful entrepreneurs

§ Innovation promotion: to provide a platform where innovative ideas are generated

o Atal Tinkering Labs (ATL) - To foster curiosity, creativity and imagination in young minds; and inculcate skills such as design mindset, computational thinking, adaptive learning, physical computing etc.

o Atal Incubation Centres (AIC) - AICs would further support and encourage start-ups to become successful enterprises. They would provide necessary and adequate infrastructure along with high quality assistance or services to start-ups in their early stages of growth.

I did my B.Tech in Electrical Engineering, but its not in the options and when I typed it with 'other' option, then it showed error. Can someone tell me if I am not eligible or give me some helpline number. Thanks

Guys a very simple advice / strategy for any exam preparation to retain / memorise more for a longer duration:

Many of us have the habit of making notes while reading something. However this proves to be a good habit due to several obvious and known reasons but can be more effective with a slight modification.

When you read something for the first time, don't make notes. Either you underline or highlight or just read to understand. When you are finish with it, revise after 2-3 days or more (as revising very frequently is not very effective for longer retention. However this time gap may vary from person to person or it may depend on how much time you have for the exam). Make notes with the first/second/third revision. This will make you read the content again as well as notes for the next revision are also in place now which can now be revised in a shorter duration.

Thats why they say read one source again and again rather than reading many sources once.
