Answer key given by RRB is c).
but answer should be b)Bring more backward groups for benefits .
Reservation is given to ensure there is equal opportunity to all.But government excluded some wealthy groups as creamy layer from OBC's because there were so much more backward OBC's which were not able to avail benefit of reservation.Due to exclusion of creamy layer, now more backward OBC groups are able to get benefitted as the the portion left by creamy layer can be used by percentage of more backward groups.
So option b) is also correct.
So is there possibility of raising this as doubtful question ??
