It shows while downloading d call letter that state/ut preference can be changed between 15 july and 31 august. Why so?

My tutor explained that this statement would be invalid since it implies that only some trees are leaves and not all. But I've seen in a few places that it's claimed to be valid. How would you guys solve this? ?? All efforts much appreciated! 😃
