answer is none follows, if we think with the basics, its said that never go against the decisions taken by the government even if it feels a bit contradictory !! now government gives 'heavy' compensation for what? for the victims of course, they couldn't stop the attack but at least they did what they could at the end !!

my opinion : 7620 is final amount after 3 years but it is considered as principal in the book.
