Adjusted Net Bank Credit (ANBC)

First, let's understand some terms used to define ANBC.

  • Bill discounting: Bill discounting is a process whereby a bank:
    1. Accepts a bill before its due date.
    2. Credits the value of the bill after deducting some amount (discount charge).
    • For eg., a person buy some goods from a shopkeeper and promises to pay the money at a later time. The shopkeeper raises a bill against the cost of the goods purchased by the customer. If shopkeeper wants the money before that time, he can go to a bank and submit the bill. The bank will pay shopkeeper the value of the bill after deducting some amount. That amount is known as discount charge and can be considered as interest levied. The bank keeps the bill until the customer pays back to the shopkeeper and the shopkeeper pays the actual value of bill to the bank (NOTE: Actual value of bill is being paid to bank, not the discounted value). The bill can be considered as collateral security. Let's understand it further by assuming a fictional situation -
      • Value of goods purchased by customer = 1,000 Rs.
      • Value of bill raised = 1000 Rs.
      • The amount bank pays to the shopkeeper after discounting = 1,000 - 20 = 980 Rs.
      • Discount charge = 20 Rs.
      • Amount customer pays to the shopkeeper on due date = 1,000 Rs.
      • Amount shopkeeper pays back to the bank = 1,000 Rs.
      • Bank's gross profit = discount charge = 20 Rs.

  • Bill purchasing: Bills which have been purchased as a security for the advances given.
    1. The bank purchases bills, which are accompanied by document of title to goods such as bill of landing railway receipt..
    2. The bank grants loans in the form of overdraft or cash credit against the security of the bills.
    3. The term "bill purchasing" implies that bank becomes the owner of the bill, but in reality the bank holds the bill only as security.
    • For eg., a company wants a loan from a bank. But instead of providing asset as a security the company provides a bill (document of title to goods) to the bank as a security. The bill contains the loan tenor and interest rate.

  • Bank credit (I): Bank credit in India consists of sum of the following:
    1. Total loans, overdrafts and cash credits provided by the bank in India.
    2. Inland bill purchased and discounted.
    3. Foreign bills purchased and discounted.
    • Note: Bank credit in India excludes inter-bank advances.

  • Bill rediscounting (II): It refers to discounting a bill for the second time with RBI or other approved financial institutions.
    1. When there is a high demand of loans and low liquidity in the market, banks can generate additional cash by rediscounting short term securities with RBI.
    2. In bill rediscounting, bank takes a "loan" instead of giving it. So bank rediscounting is considered as the amount debited to the bank instead of amount credited to the bank.
    • Consider the example given in "bill discounting". If the banks wants the money of the bill before the shopkeeper pays back, it can rediscount the bill with RBI. Same as "bill discounting", RBI will deduct some amount and pay the bill value to the bank.

  • Net Bank Credit (NBC) (III): Bank Credit (I) - Bills rediscounted with RBI and other financial institutions (II).

  • Bonds/debentures held to Maturity (HTM) under non-SLR category (IV): An investment by a scheduled commercial banks in the long-term bonds (maturity period = 7 years or more) issued by companies engaged in infrastructure projects. The intention of the bank should be to hold the bonds till maturity. Do remember that this investment is under non-SLR category i.e. investments made under SLR quota won't be credited  for ANBC calculation.

  • Adjusted Net Bank Credit (ANBC): Net Bank Credit (III) + Bonds/debentures held to Maturity (HTM) under non-SLR category and other investments eligible to be treated as priority sector (IV).

ANBC is required for Priority Sector Lending (PSL) calculation.
