its like if there are more than one chief then chief of the army staff is rght, but if there is only one chief then..the chief to be used!!!!...so context matters!!!

The chief had been the correct usage if there were just ONE chief....but the there are 3 chiefs in total ( Army,Navy and the Air Force ) ...but the Army staff is just one....so

As you are saying about the Article in The Hindu - I guess it was on General V.K.Singh which was published yesterday.
Yes, the usage was correct as there are Chiefs of Various Staffs. As we have to refer to a particular staff i.e., Army Staff so we will use 'The' before it.
And also as Chiefs are there for various staffs hence, 'the' wont come here. :):)

eye is an object....sth that doesnt have life....so u cant use apostrophe to show possession...its possible only when apostrophe is used in context with a person to show possession....
for eg....This is Ram's pen.:RIGHT
but saying...
The pen's cap is broken:is WRONG
u shud say...
