When what is said applies to the group as a whole, a singular verb is used, as in my family is a large one and the jury was out for six hours. When what is being said applies to the individual members of the group, a plural verb is used, as in my family are early risers and the jury were unable to agree.

Sir, this perfectly explains jury and family part :). What about police and cattle? Going by your rule, I think "grazing not allowed" applies to individual members of cattle, hence a plural verb( plz correct me if I am wrong) Maybe same is the case with police?

1. Though used colloquially, "best" is singular and cannot represent/define "some". So it further reduces to E.Only.
2. "The teacher as well as his students was absent from their classroom." This sentence is wrong as the be-verb always takes the last object(and in some cases both). So in any case "was" should be "were" So None of These should be an option.

The American English always uses singular verb with collective nouns, and British English's usage depends on the context. And as we know, we follow Britons.
So when facing the dilemma whether to use singular or pluaral verb with a collective noun, follow this rule:
If you are talking about the group as a whole, use singular verb. But if the group is divided or you intend to refer to each indiviual/entity seprately, use the pluarl form.
In 1) Since all members of jury are not thinking on the same line, we presume the jury is divided. Hence a plural verb.
In 2) The police is plural, a police is singular. Always.
In 3) It applies to each member of the family. Therefore, the plural verb are.
In 4) Again, we are referring to each entity of the group, so the plural verb are would be used.
