OVERPOWERING is a adjective.An adjective is not placed before another adjective in that fashion.We have to place an adverb before an adjective.An adverb qualifies an adjective too.That is why convert OVERPOWERING to an adverb(OVERPOWERINGLY)

You are mixing the two cases.See when you say "Much of the industry was located alongside rivers." you are correct because the industries are located on the side of rivers and NOT ON(along) THE RIVERS.

But in the question,cars are moving.So it is appropriate to say that the cars are moving ON the highway and NOT BY THE SIDE OF highways.That is why we are using ALONG in the latter case.Hope it helps now.

I will tell you what I did for SC questions.

Whenever you encounter SC questions,read the sentences carefully,part by part.After seeing the sentence,you will get the idea that what kind of errors can exist in the sentence.Once you know the types,start finding the error.See what all the sentence contains-articles,prepositions,pronouns,parallelism,modifiers etc etc And then proceed.In SC question that has multiple sentences(unlike GMAT kind),do not read all the sentences one by one.Read the easiest of sentences as per you.Pick the error if any.And then use the elimination of options technique.

Try the above method and find out all the errors.
