guys suggestion please

I wasselected from Ibps 3 as clerk in bob.

but after 1 year now they have transferred me out of my applied state i.e Chandigarh.

what should i do?, i have mailed hr  and called her too but she replied that they can transfer you anywhere in 40 km area.. after that i cut the phone.,.. i also called union member he said wait for a month or two.. but i think i should take matter in  my hands ,, so any necessary actions guys u think i can take... i am now around 10km from my home..but i was first in chandigarh,,, now in mohali (punjab district)  is it fair? guys help me..  :-(
