Simply put, as an example, an AAO in CAG should be prohibited from trying his hands in 4600 GP and lower GP posts as well as allowed only IA AS service in UPSC, no IAS, IPS, IFS, etc....Similarly , an IRS should not be allowed to take other services in future. This step will ,to some extent, address the unemployment problem
