I think this high cut off is due to Tier 1 time duration and level of questions were easy last year. Thats why SSC reduced the duration and also review from Morning lost suggests tier 1 will be moderate this year. Direct Indirect active passive voice and arrangennt of sentences will definitely consume more time . Maths also moderate level.
