I haven't worked in ministry of external affairs, but still have had a couple of relatives who have talked about it.
The people running MEA, the IFS officers of India, is an extremely credible, reliable and the intellectual persona of India. They are selected through a rigorous process which has an average selection ration of 800:1. After joining MEA, the candidates go through an extensive training a part of which includes training with senior officers, learning the protocol and the most intriguing part - 'Bharat Darshan'. You have to be in various states of India and absorb the culture and get to know the country well before you can represent the country in foreign land or think about the country's foreign policy.
However, over the years IFS has lost its limelight because of several factors. In the initial days the most attractive feature about IFS was a posting outside, which these days has become abundant in other profiles too. Plus, the extreme interference into issues of foreign policy by central government has not allowed the MEA to function effectively since decades. Although, you might be the one studying foreign policy, forming an expert opinion providing the best solution which can be put into practice for long term, but the policy which will be perpetuated will be either the one which has the heaviest vote bank, or the one which can have the highest potential vote bank. That's probably the only basis followed to construct foreign policy in MEA. Plus the ever lasting battle, or I should say, the pre-conceived notions inside MEA, that officers who have come in through the exam -UPSC as we all know it - are superior to those who have risen to sincere posts inside organisation with just their work inside the organisation. This kind of mentality also extends and draws a line between IFS and IAS officers as well who are always in a struggle to show their strength.
Being hindered by shortcomings which plague almost each and every state-owned institution, IFS has lost its charm over the years.
However, the few times whenever an actual IFS delegate is sent outside to present his/her viewpoint on the development of our country in synergy with other countries, any Indian diplomat has been praised beyond expectations and has helped to take India forward, which makes a person feel complacent in working for the same.
