Why do reservations still exist in India in education and employment?

Where ever there is discrimination, people give Quotas to protect people who are discriminated. Take Germany for example, it gave reservation in company boards (where there was discrimination) to women (who are discriminated).
German parliament approves legal quotas for women on company boards
It is not that German women are 'poor' or 'illiterate' or 'backward', they are still discriminated. Thus reservation.
In India, backward castes are discriminated. So reservation.

In a study by sending identical resumes to private sector recruiters, it was found that the reserved candidates get 30% less callback. So most SC/ST/OBC rely on government jobs.
The selection criteria set up by the government is misused by upper-caste dominated bureaucracy. For e.g. if the number of seats is less than 7 they set up rules saying reservations do not apply. So they create positions/courses where the number is artificially made less to avoid hiring reservation candidates. The cut-offs are set high to eliminate SC/ST/OBC candidates.
This is to ensure that SC/ST/OBC seats go vacant. If there are 10 seats, the announce 15 seats but don't fill the seats for the reserved category using such rules. Net result the upper-castes still get the 10 seats while others get 1-2 seats.
