Is it right of SSC to give separate cutoff for CSS and MEA before the marks of Tier 3 are announced ?? 

Afterall, some underdogs, with good marks in Tier-3 might get ahead of the ones getting above 449 and still would not be able to give CPT or fill MEA(although unlikely to get this post) in their preferences.
