does anyone know the "golden question" answer:-- Which obc/sc/st take seat of general ???

example :- a OBC student scores more than 184 and his name comes in general merit then will he get post according to General of according to OBC. becasue.......in Gen if he score less than other general students than he gets a bad ministry and if he is counted OBC he gets a better ministry.

So ,Golden question is how is a category student counted in general or in his category ???
