1. The RTIs are replied by a person, who is appointed like us, so human errors or emotions (unexpected reply) can be expected. 2. I have seen RTI being replied in one day duration also. The image of my grievance was filled by me, don't ask for registration number, coz its personal, and look for the reply mentioned. So, except these two points you can conclude anything.
